I think it is easier to get away with being late in the UK than it is in Germany, where it is definitely regarded as rude. In the UK, it is more like you are a pain in the neck.
Personally, I can tolerate people who are occasionally late, but people who are persistently late really annoy me, particularly if they do it deliberately. I've known other women who are deliberately late to "make an entrance". That habit is seriously irritating.
