The main difficulties I can see are the reform of the Common Agricultural Policy and the Common Fisheries Policy.
Moot point, the UK is exiting the EU.

Blair is a confirmed Remainer. His speech is merely another part of the plan to try and reverse Britain’s independence from the EU, and to encourage Europeans to believe that our vote can be changed. I doubt if changes in Agriculture and Fishery policies would sway the British voters, it was hardly mentioned leading up to the referendum.

EU bureaucrats failed to see the bloc’s failings prior to the vote, and in fact Cameron returned from talks with them laughing behind his back. He was the engineer for us voting to leave the EU, and then when his referendum gamble backfired, he slinked away to escape the furore and its problems.
