I have a feeling it's just live sport that's blocked.

At various points since I've been in Canada I've had live rugby commentary and live football blocked but never 'normal' radio and even podcasts have been happily listened to. The Goon Show I listened to a couple of weeks ago worked fine. No VPN's needed.

It looks like the licence fee will be abolished. It will bring a few changes to BBC radio output. Plenty of Boris's MPs hate the BBC and Murdoch is waiting in the wings to bring in alternatives. We will be seeing a few changes coming fairly soon.

Sport coverage is often blocked because the “owner” has sold exclusive broadcasting rights in a territory to a particular outlet. It can be hit and miss, in SE Asia the BBC cricket commentary’s sometimes available and sometimes blocked. Years ago, football (other sports too?) commentary was often broadcast on BBC World when other BBC channels were blocked, but I don’t know if this still happens. Might be worth checking, or whether a local radio station has broadcast rights.
