If you are fully vaccinated there is no longer a requirement to submit the EnterSarawak request.

EnterSarawak application required for all non-Sarawakians, SDMC clarifies
KUCHING, Oct 17 — Sarawak Disaster Management Committee (SDMC) has clarified that only fully-vaccinated Sarawakians are exempted from applying through EnterSarawak when travelling back to the state.In a clarification issued late last night, SDMC said all foreigners and Malaysians who are non-Sarawakians still need to apply via EnterSarawak before being allowed to come in.
In the clarification, SDMC said exemptions from applying through EnterSarawak are also given to non-Sarawakians who are married to Sarawakians, and Sarawakian children born outside Sarawak
For non-Sarawakians who are married to Sarawakians, they must produce a valid marriage certificate before being allowed to board a flight or a vessel or pass through an Immigration, Customs, Quarantine and Security Complex (ICQS) to enter the state.
Sarawakian children born outside Sarawak, on the other hand, must show documented proof such as a birth certificate before being allowed to board a flight or a vessel, or pass through an ICQS into the state.
Exemptions to this requirement of applying through EnterSarawak given by SDMC is also given to federal civil servants and private sector employees hailing from other states but serving in Sarawak.
For federal civil servants, they need to produce a confirmation letter from their head of department and a valid work permit (if applicable) before being allowed to board a flight or a vessel, or pass through an ICQS to enter Sarawak.
For private sector employees originating from other states but are working in Sarawak, they are still required to show a confirmation letter from their employer and a valid work permit before their travel to Sarawak.

So the question is when and where does one have to show that one is an MM2H Visa Holder. Is this to airline personnel at the entry gate? Since there is not any domestic immigration facility on the West Malaysia side that seems most likely. In addition, one does need to show the MM2H visa upon entering Sarawak (where there is Immigration). So possibly both. This would thus be like the "Non-Sarawakian married to Sarawakian", "children born abroad", or Civil Servants who must produce the appropriate documents before the flight and at Immigration Sarawak. I'd suggest printing out the article and highlighting the passage to show airline staff.
Odd though that Non-Sarawakian Malaysians still have to apply. This doesn't seem like it will make the Tourism Minister entirely happy as he was using it to promote the discounted tour program. It seems like an almost 180 degree reversal.

I went to the Malaysian Imigration Departments Website to see if they've posted the new MM2H rules and application forms.
As much as they stated that they wanted to take control of the program and despite their claim that the SUSPENSION of the program has ended back in early October...the website is still not up. That's nearly a month and a half since the announcement the Suspension had ended. In addition they provided a dead link to some commercial (agents?) website called Malaysia MY SWEET HOME. What IS GOING ON HERE? Are they going to ontract the management of the program out to some private company? Where have I heard that before?

The Immigration Department, which had taken over the management of the programme from the Tourism, Arts and Culture Ministry had also facilitated applications where forms and payments could now be submitted via online.
If doing a renewal I wonder to what extent the forms etc can be lodged online

I have no idea where one can apply on-line. There's no link via the IMI website that says the whole MM2H description sub-section is "Under Construction".

Actually at its peak about 4500 were RECEIVING MM2H visas...and the previous few years before that 3700/year were typical.
That worked out to be 300 APPROVALS/MONTH. VS. 15 Approvals in three months.
Immigration/MM2H asserted that they were rejecting large numbers of incomplete applications back @ 2018, almost 95%. If true there were 74,000 applications/year or about 6167 Applications/Month. Versus 111 for the new Hamza deluxe elite program.
Back in October Hamza also stated he would grant waivers for approvals in the first year so that new applicants might be able to arrange things financially to qualify. How many of these approvals were issued provisionally? How many have actually made the Fixed Deposit and demonstrated the RM40,000 income?
And how many of those applications and issuances were from SARAWAK where the conditions are vastly more liberal? If there is no website application facility then the only way someone can apply is through Sarawak...which has never suspended their program.
So has the Elite MM2H been a success? Maybe...if the goal was to drive people to apply for Sarawak My Second Home.

The Immigration website has recently released guidelines for a variety of special applications...additions to the visa for dependents, domestic workers, change of principal, Renewals, Transfer of Endorsement from old passport to new, Part Time Work, Termination of Pass, etc.

But the instructions are for those on the old visa...not NEW Applications under the new rules. For example, they discuss how much one can withdraw, with approval, from the Fixed Deposit and how much is necessary to remain ["MM2H participant are required to maintain the balanced of Fixed Deposit until they terminate their participation from Programme as per below: (a) RM 100,000 for aged 50 years and above; and (b) RM 150,000 for aged below 50 years."
But the amounts are for the old FD amounts...not Hamzah's Elite MM2H Program.

The only on-line visa application program that I have found is not for MM2H...it's for a standard tourist vis or health tourism visa.

It now appears that renewals are only five years (they had until last month been giving ten years) and you need to have the fixed deposit letter changed to include a reference to the Immigration Dept in place of Motac

Most people would agree that stability is preferable for investment and planning for your life. Though there is always uncertainty anywhere you live especially with a looming disaster of seems unstoppable climate degradation, there are still some places in the world with a relative comfort of stable living.
There will be no trust in Malaysian MM2H scheme any more, unless for the new "Elite" comers who are non-educated in recent events and can't do the math. Can you live without stress of changing rules? Can you trust that your investment at least will be preserved if the rules change? Don't you want to find a more stable place to settle for your retirement?
With many good things in Malaysia, I found that the air quality and pollution in general are horrendous, urban planning and infrastructure are disastrous. Going to the beaches is unpleasant. Even diving in Malaysia is dangerous because you might be killed with a dynamite or by the pirates. Beaches are polluted. Good regulations on paper are not being unforced. Malaysia is an environmental catastrophe on so many levels. We didn't expect that negatives are that dramatic for us. But it all depends with what you compare. If you escaped e.g. Syria under constant bombing, life is good in Malaysia.
I consider that staying in Malaysia for several years was a big mistake for us. Glad to get out.

According to this news article, based on the responsible minister's reply in parliament, have 267 people applied for MM2H since the introduction of the new requirements:

Like many of these UMMO-PAS government statements, this one also made me roll my eyes, and shake my head. I would have loved for the opposition to have also asked: How many have been approved ???
As for myself.... I've been thinking about making a move up north to Thailand in the coming months. Although I don't have any Big Reasons...I do think planning anything Long-term might not be as retiree expat friendly with all the recent changes in policy. I don't plan on cancelling my MM2H (5 years left), instead I'll use it as a back up plan if my move up North doesn't play out....also the exchange rate isn't in the Ringgit favor right now.
As for myself.... I've been thinking about making a move up north to Thailand in the coming months. Although I don't have any Big Reasons...I do think planning anything Long-term might not be as retiree expat friendly with all the recent changes in policy.
