My understanding is at least for peninsular Malaysia they're banning based on passport. i.e. If you hold a passport from a country on the verboten list then irrespective of how long has passed since you were last there you're out of luck.

Indeed, it is based on your passport, not on the location where you are coming from. The newspaper quote indicates that Sabah has now copied this approach.

Gee, worse than Thailand. At least they start to allow more ppl in in small batches. And not based on nationality but on location.
Some managed to get in after a 2 month stay in Cambodia. However, you need to jump through hoops and do quarantine.
