I've been on holiday there, the people are very friendly. It helps if you can speak French.

I've got an Australian friend who works on cruises out there, she tells me the cost of living is pretty high and outside Noumea there is bugger all going on, so she gets quite bored. Plus her French is rubbish, you do need to speak it.
