I don't have any experiences with the Irish education system, so all I can say is
about the german. For a general overview take a look at the DAAD (Deutscher
Akademischer Austausch Dienst/German Academic Exchange Service)
http://www.daad.de/deutschland/en/

There was a ranking of universities in the "Stern"-magazine for computer science
(="Informatik" in german). The top five from students view:

1. Uni Bremen
2. TU Chemnitz
3. Uni Erlangen-Nürnberg
4. TU Ilmenau
5. Uni Kaiserslautern

For the complete list (german): http://www.stern.de/servlet/stern.che2.CHE2?module=H-

The highest BAföG-level (german social system for not so well off students) is at the
moment about 500,- EUR per month. So this could be the basis for living cost
calculation . If possible avoid the region around Munich, all the 500 EUR will be
necessary to rent an accomodation there. In the eastern parts of Germany (Chemnitz
and Ilmenau from the five above) it's much easier to find an inexpensive flat (about
150-200 EUR). Another point will be the mandatory health insurance, a quick search
brought up costs of about 50-60 EUR per month.

There isn't a real fee for studying at almost all german universities. The only one
you have to pay for are student services (housing, cheaper public transport). Here in
Leipzig it's about 50 EUR twice a year.

Some valuable tips form the DAAD: http://www.daad.de/deutschland/en/2.6.html Not
intended for students, but very interesting:

For further questions just ask or drop me a mail.

I'm afraid these days you're going to have to display some knowledge about where you
want to study and why you want to study there.
