It'll probably continue to happen.
At least law makers have understood and recognized that it is a problem and it can't be downplayed with the usual "it's happening in other cities as well".
Nowhere other than Dublin have I seen such long queues just to view one single room, let alone a one bedroom apartment.
The rental market in Dublin is broken, if there even is one.

True, it will still happen and these discussions are happening everywhere now. Even if there was no housing shortage, people would still attempt to do it and offer the apartment for less.
