Default Moving to Ireland to retire with non-EU spouse

A British citizen wishes to move to Ireland, pre-Brexit, with his non-EU spouse with the intent to stay there indefinitely.

If anyone knows, what are the requirements for this scenario (bearing in mind we won't know the status of UK families post-Brexit)?

What are the steps to enter at the border - what would they say and what documents necessary, etc?

Is there an obligation to be economically active in order for the non-EU spouse to obtain residency?
