Default Moving to ireland

Hi I'm a British citizen and would like to move to Ireland to exercise treaty rights. I would like my husband who is non ey national to accompany me. However my husband was refused visa to uk 4years ago for deception. I would like to find out if this immigration history will affect my husband's application to accompany me under directive 2004/38. We are going to declare this refusal on the application form however we do not have the results letter. I understand they can refuse non eu spouse for public policy, security and Health. Will they refuse my husband's application because of previous uk immigration history?
