British Expats - Naturalisation based on Irish Associations

Background. My great-grandfather was Irish and my father has subsequently registered on the Foreign Births Register and is now an Irish citizen.

Form 8 states:

The Minister may, in his absolute discretion, waive some of the conditions for naturalisation where the provisions of Section 16 apply.As a general rule, where this Section applies you will normally be expected to have a minimum of 3 years reckonable residence in the State. There is no right or entitlement to have any conditions for naturalisation waived, it is entirely at the Minister’s absolute discretion.

I've read various reports that for all intents and purposes means that a British citizen with Irish blood can gain citizenship in 3 years rather than the usual 5. I'd like to know if anyone here has done this and also has anyone managed to get the minister to waive more than 2 years. I found one forum post on another board that claimed to get citizenship after 2 years of residence.
