Default Blacklisting candidates for jobs in Ireland?

Just wondering, if blacklisting candidates for jobs in the Irish IT inside sales field is commonplace among recruiters? Yes, it's probably illegal, however, that doesn't mean that it's not taking place.

I have recently experienced various behavioural signs of recruiters which lead me to believe this is actually taking place.
