Could someone give some advice on how to apply for a visa to France and
Italy. I am a permanent resident of US living in San Jose, California, with
a Chinese passport.
Any information is greatly appreciated!

you will need only a visa called SCHENGEN
as both countries belong to the SCHENEGEN zone.-
you should find the webpages of Italian or French consulate and ask them
where to apply to.

As you are a Chinese citizen you will have to apply for a Schengen visa at
your nearest French or Italian consulate. You have to use the consulate
of the country in which you will spend the most time.
The embassies will all have their own web pages so just do a search.
You'll need confirmed flight bookings and hotel reservations for your whole
planned period of stay and Euro travellers cheques to prove your ability to
cover the cost of the holiday. You'll also have to attend the embassies IN
PERSON to deliver your passport/form, and pick them up again a few days or
week later.

Ditto the Italian consulate. However, you may have to visit them in person.
I have fond memories of trying to call them and being routed in a long voice
mail quest that ended in a dial tone. Every time.
