Vienna/Where to eat?

Lonely Planet Vienna meantions some restaurants for students (near the
university), where the meals are not so expensive. Does anyone know,
if these restaurants are open also for foreign students and tourists
too (i.e. not only for the Austrian students)?

Yes. If they are normal Restaurants yes.
Mensa is a university kitchen. There you will get food for good prices there
but Austrian students will get discounts or a menu that is cheaper. Mensa is
inside a university building so it is very unlikely for you to find it.
Other normal restaurants in these areas are normal restaurants, even on the
campus.
