Tuscany vs. Umbria in December??

We are considering spending 3 or 4 days each in Umbria AND Tuscany
during the first 2 weeks of December. We will rent a car.
We are mostly interested in smallish/mediumish sized towns and
countryside, and were considering maybe staying in Purugia (or
elsewhere) as an Umbria base to Spoleto, Orvieto, Gubbio, Spello,
Assisi, etc.
We are also considering maybe Sienna or Montelcino as a base to maybe
Montepulcino, Saturnia, San Gimignano, and wherever.
Do any of you experienced travellers have feedback on these 2 ideas,
for early December???
Also, if you like either or both ideas, could you suggest bedget hotels
or other sleeping acomodations????

as I recommended.. I stayed in Pssignano sul Trasimeno
Hotel IL GABBIANO
they also offer very nice apartments their price was about
50 eur per night.
it is very near to any of the towns you mentioned
also Siena is not very far away.
I recommend Assisi Gubbio Spoleto Todi Orvieto
Perugia
San Gimignano is a very small village. try to avoi it in crwody days.. you
will not find a parking palce and tourists will prevent you to make a visit
withotu stress.
Siena is also a very nice town itself. you will need a t least 2 or 3 days
to visit it.
do not forget that dec. 8 is a religious holiday in Italy.. and tourists
will enjoy a long week end.

I have stayed in Montalcino and I have visited Siena and Perugia. I
myself would prefer to stay in either Perugia or Siena at that time of
year. Montalcino is much smaller and is at the top of fairly high
hill, with a long winding access road. There's very little to see or
do in the town itself, and not even a great choice of restaurants,
and you have that long winding road every time you want to leave the
town.
Perugia is a much bigger town and has plenty of restaurants and other
things to see and do. Siena is even bigger than Perugia. The small
towns you mention in both regions are very nice for visits. Remember
that rain and fog are very common at that time of year, although this
year so far has been much drier than usual.

I have stayed in Montalcino and I have visited Siena and Perugia. I

Perugia wouldn't be a bad choice. Cortona is another possibility.

I stayed at the Fortuna in Perugia and found it quite
delightful...just off Piazza d'Italia/Corso Vanucci...it was a good
base for Assisi, Gubbio, etc.
I have stayed in Siena but found it very noisy with university
students buzzing around on mopeds late into the night. Perugia was
much quieter.
