The fact that they speak French and have an attitude does not make Quebec's
culture and mindset European.

Because we say so? Definitions of Europe often start with "a
continent......" from a beginning like that its obvious you are not
going to find too solid a scientific basis.

Where would you have it part of? Tell me where to draw the line,
scotland, orkney, shetland, faroes, iceland? Mind you, I think Blair
thinks UK is on the north american techtonic plate.
