Can I walk up to the counter a few minutes before the Stansted Express departs
to buy a ticket? Or should I order one several weeks in advance? Thanks!

when ryanair flight arrives, there is a queue at that counter
however, with Ryanair, you can buy it on board, its even discounted !

The short answer, as accurately given by Mark Hewitt, is "yes".
However on reading the message from Trallala, I realised that you hadn't
indicated your direction of travel.
If FROM Stansted, you may avoid queues by buying in advance. However, in
either direction, you do need to be aware that buying a Stansted Express
ticket on its own my not be your best option. Last time I travelled by train
to/from Stansted, I discovered that I could save several pounds by buying a
ticket from my local station in west London. It included the 13 mile trip to
Paddington, and the tube connection to Liverpool Street, for considerably
less than the Stansted Express fare alone!

There's no need to order one weeks in advance, but if you're arriving at
Stansted via Ryanair, you can one your ticket on the plane, with a good
discount.

Of course. There's no seat reservation policy on this train. See
http://www.stanstedexpress.com/
You can book online, but tickets can only be mailed within the UK (helpful).

You can generally even buy on the train without charge, although I
imagine there's the option for charging a penalty fare.
