Appreciating and experiencing the culture starts with getting the details
right:
Oslo
Copenhagen
Sweden
St. Petersburg
Tallinn
Cologne

It's impressive that they didn't even get one of the place names

Or learnt to read and write on one of those "phonetic" school systems like
they had in the UK in the mid 70s.

countries then?

The odd smelling pisstake aside, it would give the impression that the
poster was halfway serious. Assuming of course, as Magda mentioned he might
be, the OP isn't dyslexic, or English not his first language (coming from
Montreal it might not be) in which case all is forgiven.

Or perhaps in the Outcomes Based Education programs which were tested in the
US in the 70's-80's as well implemented into many school districts in the US
in the 1990's. Who knows? Some states might still be using them.

The goals that OBE define are normally those that have no real objective
test to see if the student has actually achieved anything at all. And the
goals are often based on morals, ideals, and attitudes that aren't defined
by the parents, the local community, etc.

Unfortunately, it cycles around and comes back with another name every
so often. I had to write them back in the early '90s, and when cleaning
out some old files, found a set with a slightly different name I had
been forced to come up with in the late '60s. I thought they seemed
familiar. They may have been called "behaviorial objectives" the first
time. Even so, they were marginally useful, unlike what was being
inplemented in Minnesota in the late '90s, which I retired in time to
escape the failure of.
