Renting Car in France

When I try booking a rental car in France online, I'm told that no
cars are available. But when I change my "Country Of Residence" from
Canada to United States, United Kingdom or Chile, I get unlimited
availability.
Is there a reason car rental agencies don't want to rent to Canucks?
Can I lie and say I'm American just to get the reservation? And if I
say I'm from Chile, I can get another 10 euro discount..???
Any advice?

Generally more expensive to rent on the spot than to arrange rental from
North America.

There is a reason. Contract agreements. There are for instance limits on
rentals from NA (3 day minimum) that disappear when one checks out the
France web site for AVIS. AutoEurope which is fantastic also has limits
of three day minimum. I do not know whose site you were at but it sounds
like an agency such as AutoEurope that rents vehicles through others
(like Europcar and AVIS)

You probably need to use the Canadian portals for the website. Do a search
at Google.ca and click on "Websites from Canada". Also, if you're going to
be renting for more than 17 days, some car companies offer direct short term
leases, which are tax free. Try http://www.eurodrive.renault.com/index.php.
I think that Peugot also offers this service.

The reason your country of residence changes the pricing of rental
cars is due to currency fluctuation and contract agreements between
rental companies and brokers/wholesalers in different markets.
Availability of rental cars is most likely determined by rental
companies projections of how many clients will originate from Canada
(or France, etc.). Their online car rental software may have
artificial limits set on certain car categories; a rental company may
want to cap the # of cars rented to clients from Country X, in order
to rent the same model (at a higher price) to clients from country Y.
As for deceiving a rental company about your country of origin in
order to secure a lower rate, the rental company will almost certainly
figure this out before delivery by cross-checking your credit card
billing address, passport and drivers license.
Advice? Check with multiple car rental sites - one or more will
undoubtedly have the car you need at a reasonable price. It is also
wise to research the company renting you the car. The absolute lowest
price may not always get you a car from a reputable company.

Correct, however, not only is it more expensive to rent a car on the
spot in Europe, there is also a good chance that the most desirable
cars will be sold out. Europe By Car often gets phone calls from
tourists who've just landed in Europe, need a car, and failed to
reserve in advance only to find that few, if any, cars are available
at Paris CDG in mid-July. This problem is worsened if clients can't
drive manual transmission cars, which are common in Europe, and during
the summer, when Air Conditioned cars command a premium.
Whether through Europe By Car or a competitor, we strongly urge
tourists to reserve as far in advance as possible.

Car rental brokers such as Autoeurope (and Europe By Car) have access
to rates from multiple suppliers in the same country - it is often
extraordinarily difficult to convey/display all possible rates/car
types & rules over the internet. Additionally, clients often have
special needs or questions which cannot easily be addressed on a web
page. Sometimes a simple phone call can save a lot of time.
