I should think a majority of the earth's people would find 28 more
comfortable than 16. Even if you don't.

They are more accustomed to day temperatures close 30C than 15C. 16C is
just comfortable. In certain activities (like swimming outdoors) the
warmer weather is not too bad. Personally I don't like temperatures
below -20C when the relative humidity is rather high like so often in
Helsinki during winters. Otherwise the uncomfortable barrier is perhaps
somewhere -30C. Naturally this dependes on your clothing and other gear
to bear a bit cooler weather.

was a reusable weather description for about 360 days of each year.

I seriously doubt that. The usual ideal external temperature is around
20° Celsius. Lower temperatures are better if one is not sitting still.
Higher temperatures make it more difficult to shed heat, and are thus
often less comfortable.

Most cultures don't dress in swimsuits outdoors.
