Which European countries do not need a tourist visa for non-americans
residing in USA with Green Card ? I think Switzerland is one. Not sure
if there are others.

I'd be surprised if any country had special rules for US Resident
Aliens - after all, a Green Card is a document issued by the US
immigration service - why would any other country give a toss about it?

Be surprised then, because the OP is correct about Switzerland.

Well, at least one does, as above, but many countries have special rules
and concessions for people with residence permits- not just the US.
Think Schengen for a start.

Still, it's true, for citizens of most countries:
"Obligation to hold a visa;
"release from the obligation to hold a visa for foreigners holding a valid
permanent residence certificate of an EU or EFTA country, Andorra, Canada,
Monaco, San Marino or the USA if their stay in Switzerland does not exceed 3
months. This certificate must be admitted by the IMES, and the stay must
serve one of the following purposes: tourism; visit; theoretical education
(study courses, technical courses which a Swiss company organises for its
own personnel or offers to foreign customers in connection with the purchase
or supply of technical equipment; theoretical courses which a Swiss company
organises for its employees working abroad); business; medical treatment and
recuperation; participation in scientific, economic, cultural, religious or
sport events; transportation of persons or goods to or through Switzerland
effected by a driver in the service of a company seated abroad; temporary
reporting for foreign media; gainful occupation without taking up an
employment not exceeding 8 days within a calendar year, excluding any
activities in the fields of both primary and auxiliary construction work and
civil engineering, catering and hotel services, industrial and private
cleaners, as well as surveillance and security services;"

Hmm - but Schengen is a reciprocal agreement. Does the US have special
rules for Swiss residents? (Other than the ones who have Swiss
residency by virtue of having plundered their countries' economies I
mean)

Yes, but I don't believe that makes a difference. I was countering what
you wrote about countries not recognising documents issued by
immigration services. In terms of recognising US permanent residents
however, I'd reckon that Switzerland is rare, if not unique, among EEA
countries- based on talking to friends with green cards that used to
have to apply for copious visas when travelling in Europe. (Schengen
makes a big difference to such travellers!)

I'm sure they don't, just as US citizens don't have to fill out silly
visa waiver forms when they enter other countries.

There used to be special rules in Germany waiving from transit visas but
I think they're gone with Schengen.
The idea was that with a green card transit passengers had a reason not
to overstay their transit for illegal long-time immigration in Germany.

The same applies in Switzerland to holders of a long-term Schengen
member State residence permit, IIRC.
