I had mine renewed before they started getting "secure" passports from a
private contractor in the U.S. I had the new one in two hours. I guess
those days are gone.

One would, but if they send them around by regular first-class mail,
clearly they don't care enough about security to do it that way.

The only consolation is that any loss of the new passport is a problem
for the government, not you.

Special Delivery in the UK is the same as registered post in other
countries, it's just that the UK changed the name from registered
post.
