????

In Earls Court you can find a bed in a dorm for about £20, probably £15 if
you look around.

£40 for a dorm bed? Not even in Oslo!!!

Please define what you mean by "budget" in monetary terms, bearing in mind
that London is a very expensive City.

That is completely impossible. Even the Youth Hostels charge around 40 GBP
per night for a bed in a shared dorm!

Away from London, you'll be able to find a bed for around 20 GBP but it will
cost you the same again to travel in!

There are hostels that are cheaper than that

The Generator in Compron Place offers rooms about
that rate and even has private singles for £30

A search at
http://www.hostels.com/it/gb.en.lo.html

will turn up a list of hostels

Caveat , I have no personal knowledge of any of these establishments
and I believe some have had a bad press, I suggest doing a
LOT of research before committing yourself.

Wrong. The going rate for London HI hostels is about $24 GBP
for over 18's and somewhat less for those under age 18.

http://www.yha.org.uk/make_booking/process/784.html

I stayed in the City of London hostel a few years ago and the
cost has gone up since then by 2 GBP. A big breakast is included.

Independent hostels (of which there are scores in Earl's Court and Bayswater
areas) typically charge about 20 pounds for a dorm bed, some even less.

Not according to the quote I justt got from their web site

Arriving 27 Nov for 3 nights they quote £30 per night for a
single private room, £15 per night for a bed in a 4 person dorm

The cheapest current hostel price I have seen is 7.50 pounds per night. I
stayed at that hostel - St. Christopher's Shepherd's Bush - and it's
perfectly nice for a hostel and directly across from a tube stop. I paid
more when I was there, but this is low season.

Look at http://www.studios92.co.uk
http://www.hostelworld.com

The Generator?! What a dump. I would not stay in the place were it
free.

If you cannot afford reasonable lodging, avoid London until your finances
improve. When looking for London budget lodging I generally stay in a YHA
Hostel. Not the cheapest, but I consider them the best deal for comfort,
clean, and quiet for the price. IMHO
