Yes it could, anytime up to 31-05-2003 in fact.

That's because the EU DLs are fairly standardised in the 2 forms (the pink
one and the credit card ones).
The policeman will know which line is your name and which groups of vehicle
you're allowed to drive. You don't need an IDP if you have an EU licence.

That is correct. I once posted on this newsgroup the list of countries
that require an IDP to drive in Italy. There are three categories of
countries: the first has a license that conforms to the EU model and
therefore doesn't require an IDP; the second requires an IDP; the third
(very small) group is not recognized even with an IDP.
