They do here sometimes. But they are almost unknown.

Belgium.
I work with a Swedish women but unfortunately she does not have any of
the 'good' attributes that you describe.
Still it is a non-smoking office. Something quite rare in Belgium.

Very little. Speak Castilian simply and slowly and you will be understood
90%+ of the time.

yup, and they fail miserably :) There are some deeper similarities between
Catalan and Neapolitan, though, and Catalan is also spoken as a dialect in
Alghero, Sardinia.

Not every Swedish woman is beautiful.

No need. Everyone in Italy knows what a pizza is, and a one-arm person
in Italy is said to have a "speech impediment". So, all you have to
do is to say everything in ENGLISH (with extreneous "a"s attached to
the keywords -- that's how the Tour Guides in Rome do, telling what
sights are, first in Italian, followed by English -- except you can't
tell which is which) and don't ever let your hands be idle while you
speak.

You don't need to say anything to hail a cab in Italy.
Just stand at the street waving you arm at any taxi, and
if they pass by without stopping, put the back of your hand
under your chin and make a swift flicking motion, and
everyone will know you are looking for a taxi.
