Can't give location of ICC, but if you want to impress your friends that you
visited Den Haag take a snap of and then enter the Mauritshuis, the 17th
century building holding the Dutch Royal Collection of Art. Even if you're
not too big a fan of painting it has names you may know, including Vermeer's
only landscape as well as his "Girl with the Pearl Earring" and Rembrandt's
famous "Anatomy Lesson," among many other works by him and other great Dutch
masters. The Mauritshuis is in the center of town at Korte Vijverberg 8,
walkable from the train station.

It has been a while but I think the International Court of Justice is
right near but not in the city center on one of the main drags. I think
it might be located on Carnegieplein. I think Carnegie had a lot to do
with funding the whole lot.
PS Try the ribs at "Le Resident"(great waitresses too)using the back
entrance (not on Denneweg) or the Indonesian Toko Frederick (kinda like a
deli)on Frederickstr.

The International Criminal Court is NOT located at the Peace Palace on
Carnegieplein - that's the International Court of Justice.
The ICC is located at an ugly office building next to the railway station at
Voorburg, in a suburb of The Hague. See http://www.icc-cpi.int/ - the splash
page has an image of it.
Then there's also the International Criminal Tribunal for the Former
Yugoslavia, where Milosevic is on trial. That's located at Churchillplein in
The Hague, right next to the Congress Center.
A picture of the ICC building will do nothing to impress your friends. Pose
in front of the Peace Palace! ;-)

Thanks for clarifying that, for some time I had wondered why satellite
TV vans were parked next to the Congress Centre
