1. Are International Driver Licenses enforced in Germany, Switzerland,
and Austria ?
2. When renting a car, they're telling you that it cannot be driven in
the Eastern Europe. Is it Ok to drive from Linz to Cesky Krumlov (just
50 km), or they'll stop you on the border ?

It's not that the Czech police will stop you, but rather that you'll get
real trouble from the leasing company if you have an accident or if the
car is stolen.

You're not stopped at the border. The ban on driving in East (or Central
Europe) are pure rent company rules. Should you get involved in an
accident or the car happens to be stolen where you're not allowed to drive
you'll be in trouble and the rent company may ask you to pay for what's
lost.
But ask the rent company about conditions, maybe Czech republic is o.k today
for many companies, or you may take a risk.

IME this depends upon how close to Christmas it is.

CZ would seem to be one of the 'safer' countries more usually allowed
than not.
The OP might have to ask specially for a smaller car though.
