At least, not in the many European countries I've visited.
Voltage is equal in all Europe. Only in the UK (as far as I've seen) the
pins are rectangular instead of round.

I don't think I've seen many converted gas fixtures domestically, but I'm
sure I've seen street lamps that have been converted from gas to
electricity, and some people like old oil lamps made into electric table
lamps.
