I'd recommend Finland, myself. The city of Helsinki actually
meets your requirements. Just about my favorite place for doing
nothing but walking around, browsing, going out on the water,
etc.

Looking for a place where I can take my family (wife and 2 girls) to
do nothing. Someone suggested Denmark. Got any suggestions for a
week or so in summer with nice air, maybe a cabin with good local
eateries around closeby, and absolutely nothing to do but sit around
and read, walk and play guitar?
