Whenever I hear of a story involving petty crime in Italy, e.g. a purse
snatched by someone on a motor scooter, it seems that the city is in
Southern Italy; Naples, Rome, etc. Is it generally true that Southern
Italy has significantly more petty crime than Northern Italy? Please
note that I am not implying that Northern Italy is crime-free, just that
it might have less of it.

I am not sure it is a geographic thing. it is more an opportunist thing. The
level of petty crime against tourists, which is what you are most likely to
hear about, is going to happen in the places most frequented by tourists.
Rome and Naples being two obvious ones. It is interesting to note that
almost all petty crime directed at visitors to Venice is carried out by
other visitors. If you can keep your distance from your co-nationals, you
are probable safer in Venice than most cities.

All the petty crime in all of the cities in Southern Italy must pale into
insignificance when measured against the amounts ripped-off in the North by
Berlusconi in his home town of Milan.

Yes, most of this type of crime is in the south. Mostly it's
pickpockets. You need to be careful in Rome and Milan, especially
round the stations.
Some of the pickpockets are proffesionals, and can spot a tourist from
a mile off. Watching them in action is quite amazing.

He is not in petty crime. No risk that he will try to pickpocket your
valuables while you are in Italy

Can't really be, or at least I'd be very surprised if that was the case.
Do you have a reference for your statement ?

Not for tourists, the subject of my post. Italians and residents of
Italy are a different story entirely.

perhaps they are involved in petty crime because they see their
politicians getting away with it, which makes it the same story.

The locals take their mind off him by worrying about the honesty of
foreign politicians, it's probably why he is still PM.

The mastery of petty crime is a precursor to the real thing.

but is it geographical in nature ?
Berlusconi (as the man says) was born in the north of Italy and has
probably stolen more than 1,000's of petty criminals.
