Yes, bought one (two years ago) at Zurich airport
railway station for (and with) a visitor from abroad.
According to
http://www.swisstravelsystem.ch/Tickets.16.0.html?&L=2
http://www.swisstravelsystem.ch/Europe_Switzerland.68.0.html?&L=2&L=2
"Swiss Transfer Ticket" is not available in Switzerland,
"Swiss Card" in Switzerland only at airport railway
stations (Zurich and Geneva ?) and border railway
stations.
And quote regarding the "Six offers by Swiss Travel
System":
"Anyone who is neither a permanent resident of
Switzerland nor the Principality of Liechtenstein
is eligible to buy any of the above-mentioned tickets.
No photo is needed. However, we do ask that
the buyer present a passport"

It's for anyone permanently residing outside Switzerland(and Liechtenstein)
A valid passport is enough for proof and passportnumber is to be written on
the railpass. You can buy the Swisspass locally in Switzerland at
borderstations and in the airportstations.

Yep, thanks all.
Looks like in Switzerland, it's 250 CHF and if you order from
raileurope.com or railpass.com, it's $185.
This is for a 4-day second-class pass.
Now with shipping, it's probably a wash.
