In theory, yes. However I read that in Florida, some police chiefs
have been hovering over several people who are leading resgistration
drives in the black community, subjecting them to frivolous
investigations and the like. This could lead potential black voters to
think that if they register, they are apt to be picked up for a
routine investigation that may end up causing them a lot of grief.
Keep in mind that the vote in Florida is expected to be very close,
that the black vote tends to go for the Democrats, and that the
governor of the state is the brother of George Bush.

In truth, it's counties, not incoporated communities that handle voter
registration, so your more likely villain would be the Sheriff.
Akshulee, it's reading which is more dangerous than registering. Even in
Florida, crackerish but not quite Mississippian, much of what you read is
sort'a inflammatory inflated. In fact, the two counties with the biggest
voting problems in 2000 and in the 2002 "off year" gubernatorial elections
remained the two largest where the courthouse and the voting process are
firmly in the hands of the locval Democrat Party, fact which seemed to be
invisible to much of the national media (which hardly ever lets facts get
in the way of frenzy).
Now, the state did manage to public a list of convicted felons barred from
voting which contained names of all the AfricanAmerican felons, but omitted
those of most of the Hispanics (in Florida, read Cuban Americans, mostly
Republican).
