Too many possibilities, you will have to be selective
Four weeks is quite a long time just visiting. Maybe after 15 or 18 days
you will be fed up packing, unpacking, taking train, visiting,
restaurant, etc. You could make a week long break with a different
activity : Beach resort, golf, waterway cruise -france, Eire-, moutain
hiking, Thalassotherapy, music festival, country dances course, cooking
lessons, oenology.

This question is vague and ambiguous. Do you prefer palaces? Art
museums? Lakes with no buildings, but with lots of clean air? Bars
and discos that are full of action until the sun rises? Fine cuisine? Or

There are huge numbers of other rewarding destinations in Europe. I
just wanted to give the most general itinerary that:
-was doable in 4 weeks
-includes places that were close enough that you could go from one to
another in a reasonable time without flying
-included many of the greatest highlights of Europe.
I could just as easily add any of the following in place of some of
those: the Greek Islands, Andalucia, Edinburgh, Barcelona, Florence,
Vienna, Berlin, Prague, Amsterdam, or St. Petersburg.
