I think most of us assumed the OP was a troll. (Some of us
DO reply to trolls for amusement - which is why many of the
responses were facetious.)

There are vandals in France in certain scummy suburbs and towns who
amuse themselves by setting fire to cars. It's quite fashionable at
the moment among these losers. They aren't necessarily Arabs. There
are plenty of French losers in these areas.

However, you normally would not be visiting such areas for any reason,
so there is little to fear. On holidays, for some reason, car fires
have recently become all the rage, but they are still an infrequent
problem. Eventually the fad will pass, I suppose, as the angry young
males move on to some other destructive hobby. I keep hoping they'll
find hobbies that take themselves (and no one else) out of the gene
pool, but I don't think society will be that lucky.

In North America, it typically does not work that way.
The plate is usually issued by the state or province or
territory, and a national emblem is not required. Is
there a European standard "code" for every country in
the world? There are international codes, for instance
the two- and three-letter ISO codes, but they are not
usually used in Europe on the oval badges. Unless the
codes are specified, how would you know which code to
use?

When I drove a car with Massachusetts license plates
in Turin, we used a "USA" oval, and we experienced no
problems (except that the car was nearly as wide as
the streets). But this was for a special business
purpose, and the corporate legal department had done
extensive preparation to make sure all was legal.
Considering the expense of air-shipping a Cadillac
from the US to Italy, they wanted to make sure it
was fully street-legal when it arrived.

Or my ex-husband, who was worried that, even with the power
turned off at the main switch, "there might be some current
left in the wires", when I changed a light switch (because
he'd put a fist through it)! (He hadn't the slightest idea
how to do minor repairs around the house, but I came from a
family who believed girls and boys alike should know how to
use a hammer, srewdriver and pliers, and also how to cook a
meal rather than go hungry.)

I'm too lazy to look up the precise legal references right now, but there
are standard automobile codes for all countries in the world. These are
not the same as the two-letter and three-letter ISO country codes.

The automobile country code for Canada is CDN, and for the US it's USA.

Oh, okay: it's the International Convention relative to Motor Traffic
(1926), the Convention on Road Traffic (1949) and the Convention on Road
Traffic (1968).
