You should not trust everything your local Camara say. Most of people working in local authorities are not familiar with the law and not been trained to give any advise.
It's better check the laws or get professional advise.

So are you saying I must apply for residency even though I will not be residing permanently in Portugal. I will spend most of a given year in my HOME country. I will not be a resident in Portugal, living the majority of the year in the UK. That would mean I would have to applying for temp residency every time i visit Portugal for more than 90 days.

Assuming you don't have another EU citizenship, you might not even be able, post-Brexit, to stay more than 90 days without some sort of long stay visa/permit. At the moment you effectively have 120 days before you have failed to register, so you can 'overstay' by nearly a month without any problems.

The Residence Certificate you get is valid for 5 years, so no need to apply each time you come to Portugal.

I know this has been touched on in another thread, but this is a specific question.
I arrived in PT last week and have a work contract. I have my nif and a bank account.
I wanted to obtain the residency registration cert. so I could register for the health service. I read that this cannot be done (in most cases) until 90 days has passed.
If this is the case, how does one access heath services? I am diabetic and will need medication prior to this time...
If it makes a difference, my camara is Oeiras.

They took our IMI bill as proof of address.
I would have thought that your UK issued EHIC card would cover you until you are registered at your local Centro de Saude.

assuming a no deal brexit the likely scenario as I see it, is that the Schengen rules will apply to non EU residents.(inc UK).
of course a Brexit deal of some sort might include a transition period, when things stay much the same as today.

fyi, I went to my local camara (Oeiras), a week after arriving, and got the 5 year residency no problem at all. Going to the parish council was not even mentioned.

When I asked what was needed for Silves Camara they told me:
Passport/
Fiscal number/
Portuguese Bank statement showing continuous 3 month usage/
Proof of address (as in utility bill)

the utility bill thing is strange; it proves you have a utility in your name, but not that you live at the address. and what if the utilities are in the name of another resident of your house?

But utility bill thing works as proof of address for banks worldwide, as well as in the UK, it's not just Portuguese thing...
