Residency bureaucracy at present?
Just wondering what the situation is presently regarding visiting various government offices for registrations. Are appointment required or can one walk in? Notwithstanding one needing to be masked and so on...

Depends what Nationality you are and what type of residency you are looking for.

Basically, if you arrive to be resident in Portugal prior to 31 December 2020 you can go to your local Camara & see the counters that provide initial 5-yr residency certificates for nationals of EU member states.
From memory, You would need to show the address of residence, a NIF number (Tax number from the Financas), a local mobile number, and possible local bank account details.

As Mr Expert says, it is the Câmara Municpal you'll need to apply to for the registration of residency certificate but to answer your original question in that context, there seems to be some variation right at this moment from Câmara to Câmara with regard to the exact procedure for attendance.
If you know which Câmara it is you'll be dealing with, you could check their website to see if they've published anything on the matter. Or if you need a hand with that, give us the name of the Câmara and I or someone else will have a butcher's at it for you.
