Of course they haven't. A UK Gov access code has no relevance on PT Gov websites.

I do have a UK Gov Gateway log in from which I access UK Gov sites whilst in PT.
Read your links again, but this time remember the UK voted to leave the EU in 2016, formally left the EU on 31/01/20, and leaves for real on 31/12/20.
Now with that in mind why do you think a UK access pass will grant you access to other EU member states government websites when the UK Government itself won't have access to most of the online EU resources.
