Do you know anyone who hasn't been asked for any sort of proof of address?
I thought that there were a few:

eg.

Yes, you only need a postal address.
That's right. No proof of address needed. You can verbally give them the address as I did.

They asked for Prova de Residencia which we got from the Freguesia de Moncarapacho, Passport, NIF and details of our deceased parents.

When you say details of your deceased parents what exactly did they require?as the only details I have is on my birth certificate. Both deceased many many years ago.

Same for us. We just provided their names and that seemed to suffice.

We have just obtained our residence certificates, so we can provide "hot off the press" info about what to do if you need to register your residence at the Olhao camara:

1. First of all, we had to go to the Junta da Freguesia (parish offices) in our village (Quelfes). We had to produce passports, fiscal numbers, and the title deeds to our house. We had to give them our dates of birth, state whether or not we were working or retired, and provide the full names of our parents (even though they are long since deceased). We were told to come back the next day.
2. When we came back this morning, we were given Atestados - documents signed by the President of the parish council, setting out in detail who we are (and who our parents were), and confirming that we are resident in our village. (The impression we got was that if we hadn't been able to produce our title deeds, we would have to have got 2 separate residents of the village to sign a document confirming that we live there, and that the only reason the President was able to sign was because we had produced our title deeds, but our Portuguese isn't quite what it should be so we're not 100% certain about this).
3. We then went to the Camara, where we produced our passports, fiscal numbers, and the atestados. The only additional information we had to provide was the approximate date on which we retired. We then received our residency certificates, after handing over 15 Euros each.

We were dealt with very quickly, and the officials who attended to us could not have been more polite or helpful. We picked up our Atestados from the parish offices at 9:30, and came out of the Camara in Olhao with residence certificates in our hands shortly after 10:30.

We cannot of course vouch for what might happen in other camaras, or other freguesias, but we can reassure people that the procedure in Quelfes and Olhao is quite straightforward - provided you have the right documents. And of course a little Portuguese goes a long way in these situations.

I did not have to get an atestado at the Junta. I just showed them my rental agreement. This is in the far north. Before I could get an SNS (state healthcare number) I had to get an atestado from the junta.

I checked with Silves camara in January. Quite clear what they wanted which was
Passport,
Proof of address (any service bill Gas/electricity/water),
copy of Portuguese bank account statement, showing movement over past 3 months,(no balance needed)
Fiscal number,
Nothing else needed

So there are differences from one Camara office another! We have found this is also the case with registration at Centro do Saudes.

Changing residence from one frugeisa to another and caldas da rainha need another estado from the junta the system is a joke but you just have to go the path of least resistance

It's Portugal and you have to get used to it. It's all down to one person's interpretation of the rules compared with the next person's interpretation. Moncarapacho Centro do Saude want to see your Social Security Number whereas Olhão do not when you register for a Cartão Utente..

Just to add a new angle as I did mine 2hrs ago.....

Form to complete asking address, parents names, reason for residency, standard dob passport details etc and sign.
Show passport, NIF certificate, atestado proving my address, 15euros and the new angle?.... some form of proof as to my occupation!
Very friendly, helpful and took around 45mins though most of that was queuing to pay.
Certificate in hand!

One dumb question though....
As per the title and many other refer to a residency 'card', is this just terminology or should I now have an actual card?

Our first residência was a card, but people after us had a piece of paper. But that was 13 years ago.

Our 10 year, permanent residência is also a card. Photograph, fingerprint,, usual name, parents name, address, dob.
