The new changes ie the tax on pensions will be applicable as from the date of when the law comes into effect - sometimes towards the end of the month, maybe 1 March. Not yet sent to the president for signature and subsequent publication in the government gazette. The proposals were put before parliament (and approved) and are available on the parliament web site (in Portuguese)
