Default HELP! Management Company problems

I have an apartment in a block of eight. The management company which services the lift, pays the communal electric bills, cleans the halls etc. has only had payment from four out of the eight people despite several attempts to contact them. Obviously they are now threatening to stop their work but I cannot make contact with any of the other four owners either despite writing letters and sending e-mails. Can anyone suggest what can the honest four of us can do to look after ourselves? Anyone else had similar problems?

Those four are clearly infriging condominium law.
You have to hire a lawyer and it may go to the point of having their assets seized by the court to pay their condominium .
However, may times a lawyer letter to them may do wonders...

We dont live in our flat anymore, but still have it, we dont have a company that looks after the condominium, we had turns at doing it ourself(a year each) when it was our year the 2 flats on the top(4th) never paid so i found hwat worked was to remove the light bulbs and ask the nice man from the lift company to stop the lift from going to the top floor....they soon started paying again
