But
2; law enforcement is attacking the top.

I see it as a net positive. There is always corruption, the problem is when the corrupt are protected by police and judiciary, and vice versa.

In his speech, the President said the PM won't be formally relieved of his duties until after 1st December, thus ensuring the approval of the proposed budget.

Doesn't seem to me like there's room for much manouevre on that front.

Imagine...... a situation where a PM stands down because he is under investigation. Not something that would happen in the UK!

However, the whole situation of the Barroso Lithium Project is likely to cause a lot of fallout. It's the usual story of the little guy being shafted by the big bucks. I visited Boticas many moons ago and shared a costeletão de Barrosã and some Vinho dos Mortos.... and it stuck in the memory. This is not some barren area, but a histric centre.... Vinho dos Mortos came about because Napoleonic threatened the existing wine production, so the locals buried it! Now the whole area is in danger of being transformed into a big open-cast mine, air and water pollution, land degradation, and likely groundwater contamination and the small farmers who raise the Barrosã on common land will no longer have access.

Still, somebody will make a fortune, eh?
