You need to be a Portuguese citizen (not just a resident)

In theory there is a workaround for online services at least, getting a digital key through a manual process: https://eportugal.gov.pt/en/servicos...-movel-digital

However my local freguesia told me they had done it for a few foreign citizens but it didn't seem to work for some reason. Maybe they are doing something wrong, yours might have more luck

This is one reason that we are all waiting (impatiently) for our SEF provided post-Brexit foreign residents-in-Portugal-under the Withdrawal Agreement - which supposedly will give us similar access to Govt organisations, especially online, as having a citizen's card. Not sure what happens to folk applying for Residence with SEF after the WA but I believe they will get similar biometric cards?

My CMD works on most websites that use it, incl. for digital signature of documents.

Ontopic - there were plans to provide foreign residents with the equivallent of Citizen's card. These are yet to materialize.

Part of Simplex 2018, rather overdue, we can speculate that the WA cards might be the first pilot of this and that they might allow us to do some of the things that citizen cards are required for, but at this point we are only guessing, as I haven't seen any official information beyond the original Simplex commitment (if anyone has, please share)

Basically all it says is "Foreign Citizen Card - Add information equivalent to the Citizen's Card on the residence card and extend its issuance to all foreigners who request it - including those of the Schengen Area."
