Are the forms sent to ADDRESSES or named Individuals , eg registered owners of the property in question ?
IS there a fine coming for non fillers in, even though the non filling in is occasioned by Covid restrictions preventing access to one's property ?

As I understood it, the Census was only to be completed for occupants at the premises - so those away from home (whatever the reason) within the timespan of the survey did not complete the Census... and for instance people in short term rentals were the ones to complete the census, not the landlord/owner. So it was done by property occupation, rather than ownership. and by address rather than person. Also ONE person per property was to declare themselves as the responsible form-filler, for anyone else currently in the property.

A nice young lady from the next village came round with my codes for doing it online about 10 days before the census period opened. According to the census form I completed I am a 95 year old blind woman with mobility and communication issues living in a 14 room house with no bathroom and 6 dependants.
