Some countries in Europe are setting up free urban transport for pensioners - and in some cases for all citizens and residents. Any progress to report ?

In Portugal as I understand it all fares, trains and buses, long-distance and local, are at half-price at over 65 (normal retirement age) but there are no bus passes or special train passes - you just have to prove your age, eg your ID, passport is most obvious, as you pay for your ticket. Also special prices apply in museums etc, again on proof of age ...

Other than the CP rail services, and a smaller discount on coach travel, I think age-based concessions on the rest are only accessible via the purchase of passes. Some are also only be available to persons on low incomes.
Might depend on where you are and exactly what public transport services are at your disposal as to whether anything, or anything worthwhile given the regularity of your usage, is available to you.

As others have stated, there is ZERO problem or bureaucratic difficulty with trains : you just show your passport open at the picture page to the ticket office attendant and buy your ticket. Whether single or return you get the 50% discount. So, for example, Faro to Lisbon one way first class was €16 something Euros a couple of years ago when I last made that journey.
I don't know about buses. Maybe ask at your local Camara, if no one you know has that experience. Long distance buses have websites where they would say, but no idea about local municipal services. Train is SO much more comfortable. And these days, i would think, a bit safer than being in a bus, esp. if full and that hateful thing of not being able to open windows.
