This is currently the situation, based on a recommendation by the EU Commission.

It's due to be discussed by the Portuguese cabinet today. Meantime, the EU Commission isn't expected to meet until next week to discuss it, so no real hopes of their recommendation being lifted prior to 17th, when the UK's green listing of Portugal becomes effective.

Portugal's government may not want to be seen openly contradicting the Commission at a time when the PM is President of the Council of the European Union.

So Portugal is not allowing non-essential travel , but they are hosting the CL final now. Double standards, none of the players are living in the EU.

I'm not sure what your point is but it's likely that the EU Commission will be amending their recommendation before then.

It's just a question of when leisure travel will commence and whether Portugal is completely in synch with the Commission / the rest of the EU on the matter.

How's that double standard? They are traveling for work, which is exempt from restrictions.

They're also allowing 6, 000 fans apiece.

I don't see how it can be described as hypocritical on the part of Portugal if it was the UK's refusal to agree quarantine exemptions which meant the match couldn't be staged at Wembley, but the most obvious alternative had to be a green list country.

Uefa, UK government officials and the Football Association met to talk about Wembley hosting the game but no agreement could be reached on quarantine exemptions for sponsors, VIPs and broadcasters.

Also I have read today from a couple of different sources that the fans are to come in on special charter flights, having provided proof of negative tests before travel, will remain in a Bubble, be transported to and from the stadium, will be in PT less than 24 hours and should not be allowed to leave the Bubble. I expect the teams and the staff will be in a similar situation, but separate from the fans. The complication for Wembley was apparently that certain officials from EU countries were not allowed to go into the UK because of the state of the pandemic in their countries. But does that mean than PT will let them in?

On general travel restrictions the PT government have put off the decision, but they just have until midnight of Sunday to come up with the plan as the current law is due to run out then.

When all is said and done, it is only football - and then look at the disgraceful scenes at the Sporting Club of Lisbon ...

Its probably going to kick off at UK airports when 'fans' who don't have PCR tests are not allowed to board the plane.

So, after all those carefully laid plans and accompanying assurances, we have hundreds of British football fans arriving in Porto today for an extended stay and a few beers outside the Bubble, with the boss of Porto airport saying the airport couldn't handle so many arrivals and depaartures in the space of one day, so in terms of logistics alone, the (proposed) operation was totally impossible.

Still, not everyone's unhappy, by any means.
