I don't see any link between Brexit and expelling undocumented immigrants from Pakistan or Guinea-Bissau.

In what is probably a first for the British Embassy in Hungary, a Town Hall meeting was held at the Novotel Budapest on January 22 to keep British nationals up-to-date with citizensʼ rights in Hungary post-Brexit...."We do not want, nor do we expect, a ʼno dealʼ outcome," Lindsay said, but he did have one piece of advice: "It is very important British nationals make sure they are correctly registered over the next year." The ambassador recommended starting the process as soon as possible to ensure people can benefit from the agreements.

But, leaving aside the sensationalist headline, in the case of Brits who do abuse the PT system it should be self-solving. Once their passports expire they have a choice - live totally off-grid - which is very difficult or re-enter the UK, where they'll probably be on the special HMRC file of people they want a wee-chat with..... But yes, there are a number who'll have a problem.

Yes well this has been known for quite awhile... The ex- British Ambassador to Portugal Kirsty Hayes pointed it out when she first came to talk about Brexit to British ex-pats in the Algarve and Lisbon etc.. Some people will choose to live 'off grid' in any country they move to. it's being a parasite really. taking and giving nothing back. Usually they run out of options in the end,but it is entirely up to them. if they take that risk

So it's talking about people who are both working and paying taxes in Portugal, ie not being a parasite really nor giving nothing back. Just unable, for one reason or another, to prove that they entered the country in a regular manner (which, due to a recent change in the law, would give them a path to regularizing their status even if they hadn't meantime had permission to remain and to work).
It's nothing to do with UK or other EU citizens "living under the radar", who wouldn't be expelled even if the authorities did bother enough about them not registering their presence to do anything at all about it.
