Looks like the plans are still being finalised. Apparently no tolls on the A22 before the end of the year; but none of the previously announced concessions or discounts either.

You just have to love the idiots who run the country. They introduce tolls on roads which were supposed to be free. Result: a 50% reduction in usage. Response: cancel the concessions and discounts in order to raise more money. Inevitable result: even more motorists will be forced off, or choose to avoid, the SCUTs. The anticipated the income will drop even more, and, in the case of the A22, the cost of accidents, deaths, injuries and routine maintenance on the N125 will rise dramatically.

This morning on the tv news it confirmed that the tolls will be implemented this month but no specific date was mentioned.

That is very interesting. I'm not sure if they will be able to take the cars off tourists who don't pay when they have left the country

looks like the tolls on A22 delayed indefinitely according to Algarve news, "as N125 not good enought to take extra volume of traffic"!

I would assume that after they've sold your car to pay the unpaid tolls and fines they will give you back the change (maybe less a modest fee) so it's not really disproportionate, just fair.

Tolls on the Via do Infante (A22) will no longer be charged from the end of this month, the last deadline given by an increasingly chaotic administration. The Government has not completed the legislative process, said the Secretary of State for Public Works, at a meeting of Algarve's mayors today, and there are big questions over the EN125's suitability to act as the alternative route across the Algarve.
Correia Macarius, Mayor of Faro and the president of the Association of Municipalities of the Algarve, reported after the meeting that the tolls on the Via do Infante, though inevitable, will take some more time.
The meeting had been addressed by the Secretary of State for Public Works, in which the mayors had expressed concern with the information already given by the Government which had assured the public that the tolls will be implemented on the A22 this month, despite the EN125 not having been upgraded and recategorised.
Macarius called for an explanation as to the true situation on the upgrading the EN125 across the Algarve saying “I have said and I repeat that it is essential and urgent that this work is done because any introduction of tolls on the Via do Infante will generate more traffic on the N125.” Correia expressed deep concern that this essential upgrade work has not been completed.
The Minister reaffirmed the Government’s intention to review the maintenance and upgrade contracts for the N125 but claimed "that the country has no money," and that the review of contracts "is not yet closed."
The tolls on the Via do Infante, will therefore be delayed past the end of October, the minister admitted at the meeting of mayors. The legal procedures and the necessary legislation have not been completed so the start date has yet to be announced.
This is somewhat at odds with the Minister of Economy, Labour, Transport, Public Works & Communications, Alvaro Santos Pereira's announcement to a Parliamentary Commission stating only 6 days ago, that the Government will start the toll charging system on SCUT roads by the ‘end of the month’.
These delays should enable a full and definitive explanation of the charging systems to be disseminated and the transponders to become widely available"

I would have thought that it is stupid enough risking a fine of €120 (though I thought the fine was much less), just to avoid a toll that might well be less than €1, let alone risking losing your car for failing to pay the fine.
I would assume that after they've sold your car to pay the unpaid tolls and fines they will give you back the change (maybe less a modest fee) so it's not really disproportionate, just fair.
