Failed 2nd TRA What a load of bull s..t

Received an email from my agent today saying that I have failed my appeal against the 1st decision 
I was appealing against the TRA decision that I failed to meet the criteria of a general plumber. Im a sprinkler fitter or as they call in the the specialisation of a general plumber (a fire service plumber). What they are saying is that I need to demonstrate that the application had undertaken training and work experience for a period of not less than 6 years as a trade level general plumber.
I know loads of fire service plumbers from oz that work in the uk, and you don't need to do a 6 years plumbers coarse, let alone 1 day before you can specialize as fire service plumber.
So what I can't work out, is why do they have a Fire Service plumber as a similar occupation when they don't really mean it and shouldn't they wrote in small print somewhere that they require you to be a plumber of 6 years experience, before they can even consider you for the 4431-11 fire service plumber.
Is it me or does this seem conflicting.

The specialisation of Fire Services Plumber is part of the General Plumber occupation in the eyes of Trades Recognition Australia so this should help with your skills assessment.

I did ask my agent the 1st time back in Jan, about me only being a fire service plumber and this is what reply I received

must admit mate, really shit for you but, your agent should know you need 6 yrs. i'm not an agent did my hubs TRA as sparky and he needed 7yrs experience, dosnt matter if he was qualified or not just needed 7yrs.... bummer though. good luck with whatever you decide x S-j

I was invited to appeal against the 2nd decision, my agent thinks I just might get a postive result this time, I must be the only person ever to apply 3 times
