Recently I went past a major,spacious but unlit T junction in the dead of night, connecting two normally busy roads, not just once, but twice. Yes....and not just aid projects. Two examples from the roads. Street lights put up and never turned on. Many stretches of major highway where new lights have been put up are unlit. Both in and out of town.
