The BBC peeps inside the Chinese donated drug rehab centre in Nueva Ecija. Capacity 10,000 with just over 400 there at present. Sudden change to community rehab so its budget to be greatly slashed next year. Will it become just a regular jail?

Unfortunately as most things received in aid here, they are only operated as gifted until the money runs out and then it is sold off cheaply or left to decay.

does not like BBC.com. Also had problems with BBCSports.

I think this submarine cable work may be the issue, thanks anyway and wolowtube.me has just disappeared as well

Yes....and not just aid projects. Two examples from the roads. Street lights put up and never turned on. Many stretches of major highway where new lights have been put up are unlit. Both in and out of town.

Recently I went past a major,spacious but unlit T junction in the dead of night, connecting two normally busy roads, not just once, but twice. I was a bit sleepy and there was some light rain, but I would not have believed it was possible to miss it before that night.

It's funny, because in our rural area the admittedly small streetlights are blazing all night.

Also pedestrian overpasses. A few have gone up in Cavite over the past two or three years. The only ones used are those where a median has been constructed to stop people crossing the road. And I think those medians are also of doubtful benefit!

It is unfortunate that every improvement makes things worse. The local national highway, about 11Km, needed about 500-700m repaired. With a cheap(?) Chinese loan. It was, 11Km was totally removed and replaced using rice field dirt as the sub-base, took 17 months. We now have a new road that only needs about 400m to be repaired ( 7 months after completion ) and no drainage system as this was filled in during road construction. So now all the road facing property owners have built their own flood defense which means that the flood water now flows down the road like a river.

On the plus side, when something goes right it does give you a warm feeling.
