There are plenty of choices of hotel in Panglao but as I recall there are not too many that have direct access to the beach in the main part of the town. Also, the snorkeling from the beach is not so good. You probably will do much better renting a banca (P1500-1800 for a morning) and go to Balicasag Island. You can do some dolphin watching on the way there and then snorkel in the marine reserve. There are plenty of fish to see - including barracuda - and you may see some turtles too. As for hotels, I have stayed at the Alona Tropical a few times - it's at the eastern end of the strip and about 10 minutes walk from the seafood restaurants along the beach. There are several Alona-named hotels, the Tropical is not luxury but it's clean and friendly and you can get a room almost on the beach itself.
